When we last looked at this, here is the decision we reached regarding UPPER/lower case:

"Also, advise that lower case is preferred unless there is a compelling case for upper case. AND that the difference between upper and lower case is significant."

Without defining a standard rule, it seems that our accelerator tends to use UPPER case while our beamlines tend to use lower case. This can help to resolve when there are many IOCs and responsibilities for them are divided amongst several groups, such as at APS.
