The EPICS build system of course already generates *.munch files, but the
problem seems to be a slight difference in the munch.tcl that WindRiver uses
and the much shorter munch.pl that EPICS base uses.

And, Andrew, after re-munching vxTestHarness using the WRS
munch.tcl and the recipe in VxWorks Kernel Programmers Guide 6.7,
epicsExceptionTest passes.
