Tektronix would never give us any information on the VXI-11. When I first developed this support, it was for GPIB, but then Eric Norum developed ASYN support for vxi-11 which allowed us to network these scopes. Maybe Eric could shed more light on this.

The programmers manual from Tektronix website is what I used for both 3000 & 5000 scopes.

There should be an example from the download which shows how to setup the vxi11 for each scope in the st.cmd file. Just a simple "vxi11Configure" command for each scope being defined.

The TDS3000 support does not support the digital channels of MSO4000 series, but may work with the analog inputs with some minor changes to the device support. The TDS3000 also includes the TDS5000 series, so you can use that as a template to develop the analog side of the MSO4000 scopes. It looks like the MSO4000 follows most of the basic commands used in both the 3000/5000 series. The digital inputs I'm sure can be implemented, but you may want to create a whole new support for MSO4000 series, which the TDS3000 support would be a good starting point.
