Note that your soft device support sets NORD, but this field is nowhere used 
in the record support. So, setting NORD might not do what you expect. 
Indeed, when the record's VAL field gets written, EPICS base calls 
put_array_info which assigns the number of elements you receive to NELM. 
This is also something you probably do not expect to happen. If someone 
feels like fixing the aai/o records, this should be on the list, too.
