About the maintenance aspect:

For probably all packaging systems, there are automated build daemons available. (E.g. buildd for Debian.)
These can be used to automatically build all binary packages for all your supported distributions, and upload successfully built packages to your package repository, once you upload a new version of the source package to the daemon's incoming directory.

While setting up such an automated build environment is certainly not trivial, the release process for a newly packaged version becomes an easy, automated task.

Something I have been working on here at BNL is Debian packages for
EPICS. The intent is to support one distribution's (debian stable)
native packaging method well. As an added bonus most other .deb based
distributions also work. Our choice of Deb vs. RPM has largely driven
by the desire to make it usable with the existing systems at NSLS. So
far we have had good results when testing.

I have been somewhat hesitant in announcing this since at the moment
there is only one person besides myself who is working on this. This is
still an experiment in what to include, and how to package it. However,
I have made every effort to do this correctly, and to follow debian's
policies where practical. There is a full list of available packages:

http://epics.nsls2.bnl.gov/debian/list.html

This includes the basic client tools including EDM, (most of) synapps,
developer tools, channel archiver, and RTEMS.
