You can obtain CAML and WebCA from the links provided at:

I am planning to release CAML and WebCA on SourceForge. I am making changes to the interface between the WebCA plugin and CAML which results in substantial performance improvements and allows for abstraction from the plugin. Progress has been slow because I have had little time to work on it.

Note that the changes I am making to the CAML/WebCA interface are transparent to the CAML code, so existing pages should continue to work as expected (but with improved performance).
