I recommend FA-M3 PLC made by YOKOGAWA.

The product line has a CPU, F3RP61(e-RT3 2.0), that runs Linux.
You can run iocCore on the CPU to make it an IOC.
A simple device support module, which was created just by wrapping the
BSP's API, has already been available.

Channel Access takes care of the communication between the IOC and OPI
tools running on your host machine.

Simple DI/DO and AD/DA modules, positioning module, temperature monitor
module, etc. are avalable for the IOC.
