True.  Jim Thomas also pointed out that .a (and Windows .LIB) files are not 
normally executable even if .so (Windows .DLL) files often are, but we install 
both into the same lib directory.

We'll set both LIB_PERMISSIONS and INSTALL_PERMISSIONS to 444 for future 
releases.
