Subject:	makeBaseApp -t ioc missing Makefile

Hi,

I was trying to run makeBaseApp -t ioc with epics 3-14-11, and I noticedthat it did not put a Makefile in the directory. It only creates theapplication directory and the configure directory. Is this correct?
