There's no fundamental reason, I guess Janet just typed it that way. To
generate the tar file from the repository we do a cvs export (by hand) with
the appropriate tag to create the directory structure, naming the directory
to export into with the version number, and then tar up that directory.
Because CVS doesn't allow dots in tag names, all our tag names use dashes
instead of dots, and it's easy to get mixed up which to use when typing the
cvs export command:
cvs export -r R3-14-11 -d base-3.14.11 -kv epics/base
cvs export -r R3-14-11 -d base-3-14-11 -kv epics/base

Sorry about that, but I would have thought just renaming the directory after
un-tarring it would have been quicker and easier.
