Janet and I were unable to get a fully cross-platform solution to the problem
of how to pass the path to base into the softIoc binary using a C compiler
macro from the command line. As a result in the upcoming 3.14.11 release I
added a perl script that creates a C header file to provide the full path to
Base as a string literal, with back-slashes properly escaped.
It looks like recent versions of GNUmake have an $(abspath) function that will
remove the need for the fullPathName.pl script in base, although a bug report
in the GNU bug tracker implies that $(abspath) doesn't work properly on Win32
in version 3.81, so maybe I won't remove fullPathName.pl yet...
