Also, when you install Cygwin you need to explicitly install Perl, it is
not installed by default.

To add to Ralph's comment, the perl interpreter needs to be on the
search 
path.  Since you are using the cygwin-x86 target you might find it
simpler to 
use the Cygwin shell (bash) rather than Windows' command shell to build
Base.
