I happen to be working on fixing these problems right now, we checked in quite 
a few changes at the EPICS Codeathon last week which weren't tested on 
Windows.

Is there some particular reason why you need to use the CVS snapshot (which we 
warn is subject to these kinds of issues) rather than the last official 
release R3.14.10?
