Are these soft IOCs all running on the same server? Is this server on
different subnet than your EDM client, so that on the client machine you have
to have EPICS_CA_ADDR_LIST set to the server's IP address to reach it?
If the answer to those questions is yes, change the EPICS_CA_ADDR_LIST entry
from the server's IP address to the broadcast address of the subnet that it
belongs to, because you've hit the classic Directed UDP distribution issue
which is arguably a bug in pretty much every single IP network stack in
existence.
If not, you'll need to tell us more about your settings.
