I've just tried this with a couple of vxWorks IOCs (both vxWorks-ppc604_long 
and vxWorks-68040) on both R3.14.9 and R3.14.10 and I don't see the bug 
occurring:

tux% caput -c anj:aiExample.DESC "New string"
Old : anj:aiExample.DESC             Analog input
New : anj:aiExample.DESC             New string
tux% caput -c -s -a anj:aiExample.DESC 1 "Array string"
Old : anj:aiExample.DESC             New string
New : anj:aiExample.DESC             Array string
tux% caput -c -s -a anj:aiExample.DESC 2 Array string
Old : anj:aiExample.DESC             Array string
Write callback operation timed out
New : anj:aiExample.DESC             Array string

What version of vxWorks are you running, on what CPU, and what epics target 
architecture are you using for the IOC?  Have you made any modifications to 
the R3.14.9 source code at all?
