Request code 13 is a CA beacon message. I suspect that the UDP daemon of
this CA server (the CA server is a sub-component of your gateway) is
configured to listen on the wrong UDP port. Typically the CA UDP daemon
listens for search messages on port 5064, and the CA repeater daemon listens
for IOC beacon messages on port 5065. 

The CA gateway configuration, due to its encapsulating both a CA server and
a CA client, is without doubt more difficult to set up correctly. You might
try sending a description of your situation, and how you have set your CA
environment variables to tech-talk where there are many experience persons
who can provide assistance.
