I think that David meant that writing a '1' to a record that was
already a '1' would have no effect.
Perhaps a calcout record in front of each such bo record would work?

Is there a way for me to set a bo (or ao) record so that it only
processes when it's value is changed?
I've got a number of those records that I only need written to the PLC
when the value is changed.
