It is event-driver specific and this is for the Micro-Research Finland EVR 200 or 230.  I neglected to add the event control record (erevent) that is needed for this record to ever process.  There is a nice discussion of this mechanism in section 5.1.2 of the "Global Event System" documentation (version 3):

(sorry, I can't find the APS link to this document).

Eric Bjorkland has the source but it's only useful for MRF EVRs.
