Yes. SDDS includes lots of stuff, but StripTool doesn't need most of it.
You got enough of SDDS compiled to make StripTool.

lapack is a linear algebra library. Unless you are using SDDS for
analysis, you don't need it. But the SDDS build will fail without it and
it doesn't appear to be setup to allow a partial build of SDDS (just to
get the libraries needed for StripTool, burt, etc. for example).
If you want to install lapack and blas (which SDDS also needs) on FC-6:
yum install lapack-devel blas-devel
(If you are building on Solaris, there are some additional complications.)
