In addition to Dirk's comments,

Make certain also that you have received notification informing your program
that the CA channel has connected before attempting the CA get. This can be
done in two ways. If you supply the address of a connection callback
function to ca_create_channel() then notification arrives when this callback
function is called by the library. If you supply a nill (zero) address for
the connection callback function to ca_create_channel() then ca_pend_io()
can be used to block until all of the channels (created since the last call
to ca_pend_io() or the start of the program {start of the CA context} )
connect.
