I recently put together a document that describes the various different ways in which an IOC at APS can get its time synchronized, especially for those IOCs that use drvTS and the apsEvent timing system but also covering the basic mechanisms built into EPICS Base R3.13 and R3.14. I just converted it to HTML and uploaded it in case anyone else is interested.
