If the data is fixed, I would suggest to use StreamDevice
(http://epics.web.psi.ch/software/streamdevice/) with a bo record or similar.
The actual record type does not really matter when no changing record content
should be written.
Another possibility is the attached array support that allows to initialize an
array from a file.
