We have been using the Ocean Optics Spectrometer (4000 series) on one of
our soft x-ray beamlines for several months.  When David Beauregard
design the interface he built the EPICS driver on top of the vendors
Java libraries and added some EDM screens.  We will send it off to you
on Monday.

Having not written an IOC for Ocean Optics spectrometer, I can't say
much on that specific case, but I have had some experience in working
on OO spec as well as writing an IOC for a THERMO Spec 20
spectrophotometer.
I doubt if you can actually control OO spectrophotometer from USB (I
remember reading some discussion on USB devices on Tech-Talk a while
back), but as far as I know, most OO spectrometers can be connected
via RS232 (although it appears that they won't give you the command
sets for free).  Once you have that, I think it should be just a
matter of using Asyn (and possibly StreamDevice along with it).
That's more or less I interfaced THERMO Spec 20 with EPICS.
