I have a BO where every time I trigger it, I want to output a constant
value.  Since the .VAL field can't be set to a constant through vdct, is
there an easy way to force it to have a '1' value all the time?

But I'm surprised that you can't set the VAL field using vdct.  I can,
with EPICS 3.14.8.2.  (I think vdct will let you set a field if
the .dbd file specifies a promptgroup for the field.  I'm using vdct 2.5,
build 1271, by the way.)
