I saw an answer directed to you about (1), involving some nice code. In Ned Arnold's (or some other Argonne expert's) old course notes on EPICS there is a trick to accomplish (2).
See the (badly copied) power-point slide. It involves passing the .MLIS state of one record into an .SDIS to disable another record.

1. Set a particular database block to scan at a specific time?
2. Set a particular database block to scan ONLY when it is being accessed? In other words, as long as a particular block is no on the display, I don't need the value.
