Michael,
I never had this problem and am not on a Windows platform, but...
I can imagine a situation where a record can have such a behavior.
For example if the PACT field of the PV is set to 1 and the value of the
text entry is "" (empty) then the PV do not update.

My advice: set the value of the record before initialization 
field(VAL, "foo") 
and see what happens. Most likely one of your record's field is not set
correctly at database initialization. Alternatively, if it isn't a
standard record, I would check the code of your driver.
