My silly mistake.  I'd overlooked that you have to call pendIO in the java
API just as in C.

This works:

    DBR_LABELS_Enum labels = (DBR_LABELS_Enum)channel.get (
        DBRType.LABELS_ENUM, 1);
    m_ctxt.pendIO (PENDIO_TIMEOUT);
    String[] enumerationLabels = labels.getLabels();
