Actually you don't even need to do this, just add this line to your xxxApp/src/Makefile in the directory where you put the modified menuScan.dbd file:
DBD += menuScan.dbd
This will ensure that the file gets installed to $(TOP)/dbd. In the DBD file expansion process the directory $(TOP)/dbd is always searched before $(EPICS_BASE)/dbd so it will find your version first.

Make sure that you do a 'make rebuild' after adding that line though.
