hello! 
   I have resolved my problems I asked here.The error is because of the 
wrong configure in my httpd configure.I should tell web server to run cgi 
program in my cgi directory.If not in StriptAlias directory I should add 
:AddHandler cgi-script .cgi .pl 
 Options ExecCGI 
to tell web server run cgi programs. 
  Then everything is ok!Archive-viewer can connect my archive too. 
  Thank Kay very much!Sorry to ask so many stupid questions!
