Hi Stefan,

What OS are you using?  I am not sure, but I would not be surprised if
sending a broadcast message required root privilege on Linux and Unix.

Can you try running your application as root and see if the problem goes
away?

Alternatively, can you see if it works on Cygwin, Win32, or vxWorks,
which don't require root for such operations, just to see if that is the
problem?
