/usr/sbin/zdump -v /etc/localtime
... on my Linux box seems to produce some data that a hacker could
easily use to produce the string you want.

Subject: VxWorks TIMEZONE hack, anyone?
Does anyone have a convenient way to construct the value for the
VxWorks TIMEZONE environment variable? It looks something like this
"TIMEZONE=PDT::480:040305:103005"
Sun's have this information embedded into their timezone files in
/usr/share/lib/zoneinfo. However, it's in binary form...does anyone
have a whizbang utility for extracting this and formatting a string?
A Linux variant would also be useful...
