A later version of the SNS vxStats uses the Soft Timestamp device
support for the string record that is in 3.14 base, rather than the
timestamp record.

vxStats uses the timestamp record, which isn't in any 3.14 module I
know of, so I stuck a

copy in synApps' std module.
