I would say "fix the documentation". There will be a lot of code that might break if the implementation is changed now. If nobody has noticed the problem until now, I would guess that very, very few people are using .stt files in a context where preprocessing makes any difference.

the IOC Application Developper's Guide says that .stt files are
preprocessed before they are passed to snc and .st files not. All R3.13
make rules (at least from releases R3.13.2 to R3.13.9) found in RULES.Vx
and (at least) in seq-2.0.8 RULES_BUILD do the opposite. They preprocess
.st files and not .stt files.
What should be fixed? Documentation or implementation?
What does the last t in stt mean? Template? In that case, it's probably
the stt that is supposed to be preprocessed.

PS: Note that the .stt rule in R3.13 (at least until R3.13.9) contains
two bugs and does not work. The rules in RULES.Unix and RULES.Host have
the same bugs but are never used.
