I ran into a similar problem when I tried to build EPICS in a directory
outside the root cygwin directory. I see from '/cygdrive/d/' that you
are attempting the same. When I moved my top level EPICS directory to be
below the cygwin root I had no problem. As far as I could tell the prior
attempt led to confusion about paths.
