If you log into a central logging database instead of plain files,
throttling (at logging time) and filtering (at viewing time) are
intrinsic parts of the system.
CMLOG (http://www.jlab.org/cdev/cmlog.html) has an IOC library that logs
into the CMLOG database instead of (or in addition to) the log files.
