Beginning with EPICS R3.14 a new "epicsTime" library in libCom obtains its
UTC offset and daylight savings configuration directly from the ANSI C
library, and therefore from whatever facilities might be provided in the
local OS for this purpose. The EPICS_TS_MIN_WEST configuration is used only
by tsSubr which is now considered to be a deprecated legacy interface unused
by base but retained to provide backwards compatibility for the EPICS
extensions.
