I have built base 3.14.6 for the cygwin-x86 architecture with no
modifications to any of the files in base/configure or
base/configure/os.

You need to set the environment variable EPICS_HOST_ARCH to cygwin-x86.

The harder part is knowing what cygwin components you need to install.
I don't think that is documented yet.  For sure you need make, gcc, g++,
and perl.  To build asyn (not part of base) you need sunrpc.  I have not
made a list of other required components, if any.
