I've noticed a couple of small problems building SNC/SEQ 2.0.8 for
win32-x86 (MSVC 6.0, epics base 3.14.5, gnumake 3.80) using the dos command
line environment, which I believe is supposed to be supported:
- generation of seqVersion.c uses a shell script.

- generation of sncVersion.c uses a perl script, but the form of command
used to get the date/time, "date", is interactive and doesn't work. using
"date /T" works for me.
If there's some configuration problem on my part I'd appreciate any
suggestions as to corrections.
