Here comes yet another Channel/Access interface.

This one interfaces CA to Scilab or Matlab.

It supports EPICS-3.14 (3.13, too) and was
tested with scilab-2.7, matlab-6.5, matlab-7 (beta),
epics-3.14, epics-3.13 on linux-x86, linux-ppc,
solaris-sparc and win32.
