That was basically the problem. With the default settings of ntpd on Darwin, and with the default ntp.conf, authentication is enabled. I have now copied our Linux ntp.conf file to the Darwin system, and it has a line "authenticate no". Restarting ntpd to use that file fixed the problem. I also realize now that my boot host does not actually have to provide ntp time, I can set the environment variable EPICS_TS_NTP_INET to point to another time server.
