Hi,
	I saw some IOC's examples. Standard way is 
- at beginning, st.cmd load records by dbLoadRecords function. 
- after all dbLoadRecords st.cmd calls IocInit(). 
But I didn't meet in IOC and didn't read in manuals that IOC can load
and unload record during its work (after initialization). 
       Maybe this possibility doesn't need strongly for technology part
of control system. For example, if one of accelerator RF subsystem
doesn't work accelerator will not work. But diagnostic part of system is
more dynamical. Also there are other examples of usage this feature.
       Also I don't see normal database for whole control system. Of
course, Epics has substitution, one place for all IOC programs but it's
not the same.
       If I am right maybe these items will appear soon?
