Yes. This is a problem because of vxWorks.

This also depends on the version of base you're using - prior to R3.14 EPICS base used EPICS_TS_MIN_WEST and the US date rules for daylight savings time changes. In R3.14.x we decided it makes more sense to use the facilities the OS provides for timestamp conversions to local time, so the inconvenience of having to set EPICS_TIMEZONE each year is due to the vxWorks API (which isn't really their fault, DST rules are not uniform throughout the world and vxWorks is used pretty much everywhere). Note that EPICS_TS_MIN_WEST *might* still get used by some CA clients if they use the tsLib functions rather than the newer epicsTime facility to perform time conversions.


Our CA clients have been built with R3.13.2 and EPICS_TIMEZONE is not mentioned in base/config/. Will that environment variable work with our clients?

That version of base uses the old tsLib routines and EPICS_TS_MIN_WEST.
