Hi Dirk,

I'm not sure which EPICS release you're using but I noticed this
in 3.14.1:

base/configure/CONFIG_SITE_ENV

# Time service:
# EPICS_TIMEZONE needed for vxWorks
# EPICS_TIMEZONE=<name>::<minutesWest>:<start daylight>:<end daylight>
#  DST for 2003  US: Apr  6 - Oct 26
#                EU: Mar 30 - Oct 26

EPICS_TIMEZONE=GMT::0:033003:102603
