You should give a fullpath name to VX_DIR in your RELEASE.solaris-sparc
file. The configure/os/CONFIG.Common.vxWorksCommon file contains the
line WIND_BASE=$(VX_DIR).
If you want to set VX_DIR=$(WIND_BASE) in the RELEASE.solaris-sparc file
you must override the WIND_BASE=$(VX_DIR) definition by placing the full
path name definition of WIND_BASE in a config file that is included after
os/CONFIG.Common.vxWorksCommon e.g. os/CONFIG_SITE.Common.vxWorksCommon

When I use a hard coded directory for VX_DIR as in configure/RELEASE
everything compiles as expected.
