Two options.
1) Edit base/configure/os/CONFIG_SITE.darwin-ppc.Common and add
COMMANDLINE_LIBRARY=EPICS
2) Install the fink libtecla1 package.
If you do (1) you will have no command-line editing or history on your
OS X IOC applications.
