We have two different startup scripts for simulation modes like this.

One does:

ptyDevCreate ("/pty/filters.", 0x1000, 0x1000 )
sp motorSim, "/pty/filters.S"

The other does:

tnetDevCreate ("/pty/filters.", "ukirt5", 3009);

motorSim is a C program that does fairly obvious things.

I am not sure why you are having network hangs. Are you running out of 
VxWorks file handles (the default is 50, which is often too low).
