Hi again- just for the record, Ned appears to have found my problem... dev
support does try to communictate w/non-existent hardware, and leaves PACT
set when it fails.  Has anyone else had to deal with this situation before?

Yes, it will ignore the hardware as long as the device support "cooperates".
Leaving PACT true was someone's brainstorm a long time ago which has
turned out to be incompatible with other features like SIMM. 

A simple mod to the device support to find another way to ignore 
non-existent hardware is all it would take ...
