Just to correct something Ned implied which is incorrect:

EPICS 3.13.6 will work on both Tornado 1.x and 2.x, just as earlier
versions of EPICS will (R3.14 does need Tornado 2.x though).  It's only
here at APS that using R3.13.6 implies using Tornado 2; other sites may
have different associations between EPICS and vxWorks releases.  However
he is correct to recommend upgrading to Tornado 2 as the new TCP/IP
stack in that release doesn't appear to exhibit this problem at all in
our experience.  This problem is *not* related to a particular release
of EPICS however, it's due to bugs in the old vxWorks TCP/IP stack.
