perl was in my search path so I tried adding the full path
in CONFIG_COMMON, this worked. Next for some reason I found I had to
place "makeMakefile.pl" and "installEpics.pl" manually in
base/bin/WIN32.
Many thanks for the help, I am out of the starting gate.
