You might find that it is easier to add the following to your startup
script (before iocInit is called):

putenv("EPICS_CA_ADDR_LIST = 128.84.44.84 192.168.213.148")


Alternatively, you might try quotes around the IP addresses in the
resource.def as follows:

EPICS_CA_ADDR_LIST DBF_STRING  "128.84.44.84 192.168.213.148"

I seem to vaguely recall that this also works.
